John and Cathy Farrell, Frankfort, announce the engagement and approaching marriage of their daughter, Julie Ann Farrell, to Matthew Steven Billinger, son of James Billinger, Hays, and the late Shirley DeCamp.

The bride-elect is a 2005 graduate of Frankfort High School and is pursuing a bachelor's degree in social work from Fort Hays State University. She is a youth case manager at Wyandotte Center for Community Behavioral Healthcare.

The prospective bridegroom is a 2001 graduate of Hays High School and a 2006 graduate of FHSU with a bachelor's in criminal justice. He is a parole officer with the Kansas Department of Corrections.

A Sept. 4, 2010, wedding is planned at St. Mary Catholic Church, St. Benedict.
