Other items discussed at Thursday night's Hays City Commission work session include:

* An application for economic incentives for Leon's Welding. The business requested a 100 percent abatement of personal and real property for 10 years. The city's development policy, however, only allows a 50 percent abatement for 10 years.

Commissioners will revisit the city's development policy to see if they wish to make changes to the policy. Once that is complete, the application will be brought to a future meeting for further discussion.

* A Federal Aviation Administration grant for Hays Regional Airport. The FAA will pay for 95 percent of the airport's master plan once the grant formally is approved by the city. Commissioners will consider formal action at next week's meeting.

* A construction engineering agreement for 22nd Street. The agreement is between the Kansas Department of Transportation, city of Hays and Cook, Flatt Strobel Engineers. KDOT will pay about $266,000 of the project while the city will pay for about $53,000. Commissioners will consider formal action at next week's meeting.

* Skid steer bids. The low bid was from White Star Machinery in Wichita for about $34,000. Commissioners will consider formal action at next week's meeting.

* The composition of the board for the Neighborhood Revitalization Plan. Current rules dictate an architect must be on the board, but Mayor Barbara Wasinger said there are a limited number of architects in Hays and it is difficult to fill the position with the stringent requirements. Commissioners discussed the option of changing some of the board member requirements and will consider action at a future meeting.

* An addendum to the contract between the city and Firefighters Local 2119 for 2009. Commissioners will consider formal action at next week's meeting.

* An addendum to the contract between the city and Fraternal Order of Police Lodge 48. Commissioners will consider formal action at next week's meeting.
